VALLETTA (MALTA) (ITALPRESS/MNA) – Malta has officially ratified the First Additional Protocol to the Council of Europe’s Cybercrime Convention, marking a major step in its ongoing efforts to combat online hate speech and discrimination. The protocol criminalises racist and xenophobic acts committed via computer systems and is aimed at reinforcing legal mechanisms against digital expressions of hate.
Justice Minister Jonathan Attard hailed the ratification as a “significant milestone in Malta’s continued commitment to justice, human rights and the safeguarding of the digital sphere”. The announcement came during a high-level meeting with Alain Berset, Secretary General of the Council of Europe, on the sidelines of the 2025 Octopus Conference on Cybercrime. The conference is being hosted in Malta under its Presidency of the Committee of Ministers of the Council of Europe.
