ROME (ITALPRESS) – During the tenth joint meeting of the Executive Boards of the three Rome-based UN agencies—FAO, the World Food Programme (WFP), and the International Fund for Agricultural Development (IFAD)—Morocco called for strengthening an approach to humanitarian crises that focuses on durable solutions and the progressive reduction of aid dependency.
Speaking during the debate on the implementation of the Blueprint for collaboration among the agencies in fragile contexts, Morocco’s Ambassador and Permanent Representative, Youssef Balla, welcomed the progress made but emphasized the need to place the transition out of crisis at the heart of international action.
“In a context of shrinking financial resources, we cannot view crisis management as a permanent state of affairs,” Balla stated. It is therefore necessary to shift from a primarily emergency-driven mindset to an approach capable of strengthening national and local capacities and addressing the structural causes of fragility.
Morocco proposed that the Blueprint more explicitly incorporate the transition from crisis management to durable solutions as a guiding principle for collaboration among FAO, WFP, and IFAD.
“Success should be measured not only by the ability to respond to a crisis but also by the capacity to create conditions that prevent it from becoming permanent,” Balla concluded.
