Malta to require pre-departure course for foreign workers

VALLETTA (MALTA) (ITALPRESS/MNA) – The government will introduce a mandatory pre-departure course and test for all third-country nationals seeking employment in Malta, Home Affairs Minister Byron Camilleri announced. The measure will take effect next year and applicants who fail the test will be barred from taking up work.

Camilleri said the course will cover workers’ rights, local culture, basic hygiene, waste-collection rules, and simple Maltese phrases. He described it as a step toward ensuring newcomers become responsible residents.

The idea was first floated in January as part of the Labour Migration Policy. Camilleri added that foreign workers already in Malta will also be able to follow a similar programme. Those who complete it from early next year may qualify for a two-year work permit instead of the standard one-year permit.

A test and a stronger emphasis on learning Maltese will form part of the updated course. Camilleri argued that even basic language skills help workers integrate more smoothly into society.

A two-year permit will also be available to TCNs who complete professional training related to their field. Most foreign workers currently renew their single work permit annually. Camilleri said the government wants to encourage those who integrate into Maltese life to stay longer, reducing turnover in the workforce.
